For millennia, the world’s governing elites (more correctly called pseudo-elites) have formed a global economic, political, media network that operates according to laws that reject justice, humanity, legal norms, and asserts the law of the jungle — defeats the most powerful, cunning, cruel. Fate of peoples — victims is tragic, in their power there are only small tactical steps in a strictly defined channel, which determines the predator. Russia is a victim country. It should be taken into consideration that in the 21st century the world became networked due to the rapid growth of digital, information and communication technologies, with a sharp increase in the speed, complexity and scale of public processes. A network hybrid war is being waged against us — an integrated use of military, economic, information technologies. The war is not fought by states, but by the networked shadow structures behind them, transnational companies. The purpose of the war is to seize control over the territory and resources of Russia, over its people.
One of the most important technologies of hybrid warfare is the seizure of control over the upper echelons of power, their saturation with agents of the influence of the global manager. The goal is to force the country’s leadership to act in the interests of the invader against its own people. These are the governing pseudo-elites of the Russian Federation today. However, the main mistake of the patriotic forces striving to save the country is a fascination with criticism of power structures. Much more productive is the development of our own project to overcome the crisis, and its implementation regardless of the policy of the authorities. In this work, we use the collective intelligence of the expert network to develop an algorithm to save the country from the grave crisis in which it resides. We see this way out in the revitalization of the system of democracy, local self-government, provided for by the Constitution of the Russian Federation.

Destroyed transport infrastructure of the country
In 1991, 1,450 airports and aerodromes operated in Russia, as of December 2017 there were 228 of them, less than in the US state of Alaska — there were 282 of them. In total, 19 thousand aerodromes and airports operate in the United States for civil aviation, despite the fact that the US area (9.8 million square kilometers) is almost half the state territory of the Russian Federation (17 million). In 2017, in Europe and the United States, airlines transported 850 million passengers each, and the Russian air carriers — 88.5 million, by one order less. Destruction of airports means breaking the transport links of the Far North, Siberia, and the Far East. 20 million inhabitants — almost a seventh of the country’s population — are deprived of the opportunity to move around the country. Russia is the largest country in the world. With such a territory, the loss of transport links means the collapse of the country. The campaign announced by the Russian leadership to name airports after the greatest people of Russia is a cynical informational smoke screen designed to hide the scale of the disaster.

The Internet is controlled from the United States, in particular the one used by banks and government bodies of the Russian Federation. The organizations existing in the Russian Federation that seem to manage the Runet are purely fake. Russia lives within several American services — Google, Facebook, Twitter, Instagram, Youtube. A new round of digital colonization — the introduction of blockchain systems, cryptocurrencies, artificial intelligence, neural networks — senior officials demand to implement them quickly in order to force the use of ready-made ones i.e. American developments. The result is that hundreds of thousands of unclaimed Russian programmers go abroad, supplying Western companies with specialists trained for Russian money.

Moscow lives in a state of catastrophe — transport, environmental, infrastructure.

The population of the Russian Federation is rapidly decreasing. In 2018, the number of deaths in Moscow was 1.2 times higher than the number of births, in the regions this indicator is 1.5-2 times higher. The Ministry of Economic Development associates high mortality with a shortage of medical staff and a decrease in its qualifications. And at the same time the Ministry of Health is stubbornly reducing the number of hospitals and clinics.
Every second man in the Russian Federation does not even live to the old threshold of retirement age. After 64 years, the number of women is twice the number of men. Child mortality is two — three times higher than in the EU, USA, and Japan. Out of 10 thousand Russian boys, 9.7 people die from one to four years. In developed countries, from 2.8 to 3.8.
The Russian Federation is the world leader in the number of strokes and deaths from cardiovascular diseases.
Heart attacks, strokes and diabetes take up to 140 lives for every 100,000 inhabitants of Russia, which is almost three times higher than the global average.
According to the UN, Russia is on the verge of the largest demographic catastrophe since the Second World War. The population decline rate is expected to triple in the next two decades. By the middle of the 21st century, the number will decrease from the current 144.8 million to 132 million people.
There is convincing evidence that the real population of the Russian Federation is less than what Rosstat claims — about 90 million. The situation in the Russian Federation from the point of view of demography is one of the most difficult in the world. If the population decline will occur at such a pace, then by 2200 the number of the Russian ethnic group will approach to zero. And there are those who want to occupy the vacated habitats by all means. Already today, the demographic losses of the Russian Federation by 70% are covered by migration. Russians are predicted complete extinction
The monstrous damage to Russia’s demography — quantitative, and most importantly, qualitative, is caused by the huge emigration of highly qualified specialists: scientists (more than 2.5 million), IT specialists, etc.The most precious gene pool of the country is being washed. The depopulation trend is the main threat to Russia as a state.

Moreover, such a situation develops with their connivance and under their leadership. The only way out is to activate civil society to create an alternative system of governing the country.
Down with paternalism! Neither God, nor king, nor hero
Russia lies in a social paralysis. On the vast territory of the country, silently, fearfully, the tiny, impoverished, frightened, confused, lies-entangled Russian people shrank into a ball. Russian nationalism is equated with fascism. Only nationalism of minorities is allowed – Jews, Tatars, Chechens … Raise only small nations, discriminating state-forming people – a way to kill the country. Only a citizen can save his country. But the authorities are taking all measures to deprive Russian citizens of citizenship on a mental level. Individualism, selfishness, the cult of personal gain are widely propagated. People are taught to limit the scope of their interests to the walls of their apartment, the fence of their garden. The government destroyed almost all the mechanisms of communication between the people and the government, and closed all the ways of the people’s influence on power. Attempts by individual enthusiasts to somehow influence the situation in the country end in nothing. Or inprison. Russians are an exhausted, broken people. Over 1000 years, they survived several waves of genocide – baptism, Bolshevization with the Gulag, a massacre of civil war with 10 million victims, and a WWII mega slaughter with 30 million killed.
Afghan war, two Chechen wars, “democratization” of the 90’s prostrated Russians, bringing only deaths. The country’s gene pool suffered an irreparable blow, a non-growing hole was made, all the more tragic, because first of all, young, brave and strong men went under the knife, passionaries – the gold of the nation. The worst thing is that the Russians are mentally broken. On the patriotic field is an ideological catastrophe. The Russians drilled into the mind a slave complex, a sheep complex that needs a shepherd. The Orthodox, kneeling, pray to God, always beg for something, whine “help!” Nostalgic for the USSR crave a new Stalin, who would have clamped them in a bloody fist and he alone decided everything.
Those who believe in the tale of “democracy” are looking for a good president who will solve everything alone. The patriots quite seriously believe that the whining, laid on paper, can change something so they write bunches of letters to high officials, the President … And these letters, not reaching the addressee, go to the trash. Russian like small children are looking for a good and strong dad and do not rely on themselves. Drilled with blood, paternalism unusual for the Slavs inevitably gives rise to infantilism. Today, Russians are powerless and naïve greenhorns. They believe in God, in television and in the president and do not believe in themselves at all. They do not know how to walk on the ground with their frail little legs, they are not able to understand why they live so poorly in such a rich country. They do not even try to assert their rights.
“What can a man do? What can I? ”- this dull slogan is the shameful motto of today’s Russians. And the image of the Russian is shameful today: it is a beggar, powerless, cowardly underdog. So, the path to revival begins with the revolution of consciousness, from the rejection of paternalism, from the cultivation of faith in own forces. Only those who understand can revive Russia – neither God, nor the Tsar and not the hero will save us. The following text is for those who think for themselves, act on their own, rely only on themselves, on the union of smart and strong, who do not want to endure and die out. For them, we will formulate the basic principles for constructing local self-government and structures of democracy – a networked people’s parliament and a networked people’s government in the modern network world.
In the twenty-first century, local self-government is an integral part of the constitutional system of almost all states, including the Russian Federation. The constitutions of most countries of the world, including Russia, state that the only source of power is the people: “The people exercise their power … through state authorities and local governments.” Theoretically, democracy implies the possibility of the will of the people, and local self-government allows society to participate in governance. In 1985, the European Charter on Local Self-Government was adopted at the Council of Europe. The document became the basis for the existing norms of local self-government of most democratic countries of the world.
According to the Charter, social problems should be solved at the lowest or most remote level from the center, at which their solution is most effective. The central government should play a “subsidiary” (auxiliary) role, solving only those tasks that cannot be effectively performed at the lower level. The process of transferring the solution of problems “down” should be accompanied by decentralization of power, growth of independence and power of the lower level. Local authorities are the closest to the people due to the fact that every day most people are faced with issues for which local authorities are responsible. The greater the role of local self-government, the higher the state is developed democratically and the higher the efficiency and fairness of public administration.
The question of whether there should be self-government or not is not even discussed by professionals. The question of how self-government should be organized and how to avoid excessive dictatorship by the government is being discussed. The relationship between local government and central authorities (model of self-government) is a basic characteristic of a democratic society. In a classical model (USA, UK, India, Australia, Canada) in local governments there is no representative of authority from above. In a continental model (Belgium, Spain, France, Italy, etc.), local governments are represented by both elected representatives and those appointed from above, that is, it is a combination of government and self-government. In addition, the hierarchy of subordination of lower self-government to higher state authorities is observed. The mixed model (Japan, Austria, etc.) combines autonomous local self-government and a small control of state bodies. In the Soviet model (China), there is strict centralization, complete submission to central authority. In Russia, self-government practically does not work due to financial insecurity and the unpreparedness of municipalities for its implementation.
The people, who is oppressed and has lost its self-esteem, is not ready for independent management of its life. The main problem of Russia is the imitation nature of the local government system, excessive centralization and bureaucratization. The degree of freedom of self-government from the pressure of the central government is almost zero. What kind of democracy and what kind of popular sovereignty or self-government can we talk about if in some local Dumas more than 98% of decisions are initiated by local administrations, and deputies make these decisions without making any changes to them?

Network Parliament. Information – source of power
Attempts to improve the management system through small, private improvements within the framework of imitative representative democracy are doomed to failure – the ruling elite is interested in removing society from politics and, for selfish reasons, will not allow popular soveregnty. To stop the destruction of Russia, it is necessary to turn imitation democracy into real. How to do it? Gofrom representative democracy to direct one.
Note that this is one of the requirements of the yellow vest protests in Paris – the transition to direct democracy, i.e. to the direct expression of the will of the people, bypassing the engaged deputy corps representing the interests of the authorities, not the people. In the networked society, information has become a source of power. Authorities are increasingly finding it difficult to monopolize the information space. Spontaneous horizontal networks of civil society are increasingly taking on information flows, weakening the power of hierarchical state networks. Intensification of work in the information field, filling the Internet with patriotic content, intensification of its distribution through networks will inevitably strengthen the role of patriotic ideas in society, and with some critical value of the amount of information circulating in horizontal networks, it will lead to the seizure of power by civil society structures.

This is not just a process of organizing voting and vote counting using modern information and communication technologies. Network democracy can be implemented at all levels of society – from local government to international relations.

Network parliament is a combination of horizontal networks with the inclusion of elements of vertical networks, where citizens trust experts to vote on their own behalf on specific issues requiring special knowledge. These are the elements of so-called “democracy of participation” or “democracy of trust.” The presence of vertical elevators is important here, which will allow citizens to quickly respond to an expert’s incorrect decision by his immediate recall and replacement.

Taking power is easy!!!
Not only laws, but also economy and state policy should be determined by the local government committees, forming a common network government. In addition to the horizontal networks of society, it also requires elements of vertical networks drawn up by expert councils in various fields, which will be able to analyze the decisions of local councils and rank them, i.e. highlight the most significant and synthesize the overall strategy and tactics of the country’s development. The unity of the expert community, the gathering of like-minded teams, the creation of groups acting as THINK TANK – “thought factories” are extremely important here.
So, the network of independent experts — K100 works in this way, but this is not enough. It is necessary to create a powerful network of experts throughout Russia – this process is already underway, and it is worth it to direct all efforts.
The most important role of the expert network is the education and training of managers of a new type (not like Kirienko’s stamps) from young people – millennials of generation Z – the main driver of change. This work only in the first approximation outlines the scheme of an alternative control system.
Only collective efforts of millions, collective mind can change the situation in the country, therefore, the following are the opinions on this topic of the members of the expert community of Russia.
